Nature and Scope

The Manager, Program Compliance, will provide ongoing support and education to ensure compliance as legislated by the Child Care and Early Years Act of Ontario for licensed child care programs. The manager will conduct pre-licensing visits at all licensed child care centres and will complete the child care licensing checklist with the aim of being a “Tier One” licensee.  Additionally, the manager will support child care centres in addressing any non-compliances in a timely and professional manner.  This role will involve monitoring licensing trends, identifying gaps and working with the child care team to develop action plans. The manager will also coordinate, in consultation with the Ministry of Education, all new child care licenses and expansions. This position reports directly to the vice president, child care and community initiatives and will support the department as required.

Responsibilities

Licensing Compliance

  • Anticipates, identifies, understands and translates into practice all legislation and regulations related to the modernization of licensed child care
  • Conducts pre-licensing visits and completes the Child Care and Early Years Act “licensing checklist” one month prior to license expiry date at all locations
  • Works with child care team to resolve any non-compliance items prior to Ministry of Education licensing visit
  • Monitors non-compliances, identifies trends and works with child care team to develop action plans
  • Recommends additional training and/or support where needed (ie. centres where there are 1 or more critical non-compliances)
  • Designs standard templates to address gaps in licensing compliance
  • Collaborates with program manager, child care to design a series of compliance training to build the knowledge and skills of our educators

Reporting

  • Completes General Operating Grant and Provincial Wage Enhancement Applications and Reconciliation Reports (to be submitted to Halton Region)
  • Completes annual Rate Application (to be submitted to Halton Region)
  • Collects and submits monthly enrolment to the Halton Catholic School Board
  • Submits rental requisitions for the Halton School Boards
  • Maintains accurate, comprehensive documents and prepares reports as needed

Business Practices

  • Works with departmental leadership team to review, update and implement departmental policies, (to align with the Child Care and Early Years Act) on an annual basis
  • Ensures that consistent forms are being used across all child care locations
  • Monitors Dayforce system on a quarterly basis to ensure all child care staff have read, reviewed and signed off on all relevant policies and procedures
  • Collects and submits association health and safety inspections to the general manager, child care on a monthly basis
  • Monitors trends related to health and safety and makes recommendations to address any gaps
  • Updates child care registration forms and family handbook on an annual basis, coordinates distribution of packages to child care locations
  • Works with the manager, marketing and communications to develop a child care promotional plan
  • Ensures association website is up to date/accurate and includes information about availability by centre

Knowledge, Skill, Ability and Experience

  • College Diploma or University Degree in Early Childhood Education
  • Minimum 3 years management/supervisory experience within child care
  • Excellent knowledge of relevant acts, legislations, and frame works, including but not limited to: Child and Family Services Act, Child Care and Early Years Act and How Does Learning Happen?
  • Strong understanding of YMCA Playing to Learn and A Place to Connect and other YMCA frameworks (ie. YMCA Healthy Child Development)
  • Familiar with child care operational and capital budget
  • Working knowledge of the CCLS system (Child Care Licensing System)
  • Working knowledge of Microsoft word, Microsoft excel and power point
  • Strong collaboration and team skills
  • Strong verbal and written communication skills
  • Strong conflict resolution and problem solving skills
  • Ability to influence without authority
  • Effective time management skills
  • Demonstrated passion, enthusiasm and commitment to the YMCA’s mission, vision and core values
  • Valid Ontario’s driver’s license

Desirable Criteria

  • Prior experience working within the non-profit sector
  • Current First Aid and CPR certificate
